The new tranche carries the same 50/50 cost-share as the original award: every federal dollar must be matched with private spending. The four 80 MWe Xe-100 units are planned for Dow's Seadrift petrochemical complex on the Texas Gulf Coast, replacing existing energy and steam units to supply both electricity and industrial steam. Sell said it is expected to be the first grid-scale advanced reactor deployed to serve an industrial site.
Why it matters
Industrial heat is the part of the decarbonisation problem that batteries and solar cannot touch, and Seadrift is the first attempt to answer it with an advanced reactor at commercial scale — which is why the federal money keeps flowing to this specific project rather than to the many SMR designs still looking for a first customer. The cost-share structure is the real signal: $2.15B of federal support only lands if Dow and X-energy put up $2.15B of their own, so this is a demand test as much as a subsidy. Set against the NRC's streamlined environmental clearance in June — the first commercial nuclear project ever cleared without a full impact statement — the project has now moved further than any other US advanced-reactor deployment on both the regulatory and the funding tracks. What it still lacks is a completed safety review and any concrete on the ground.

Whether the NRC safety review completes on schedule, when construction actually starts at Seadrift, and whether other industrial hosts follow Dow now that the funding template exists.
