TerraPower signs Hyundai E&C to build up to eight Natrium reactors — with price and completion guarantees
TerraPower named Hyundai Engineering & Construction its EPC contractor for up to eight future Natrium reactors, with completion, price and performance guarantees intended to make the fleet financeable on conventional commercial terms. A separate term sheet with SK Innovation covers Korea's first commercial Natrium plant.
TerraPower announced two Korean agreements. Hyundai Engineering & Construction becomes its engineering, procurement and construction contractor for up to eight future Natrium reactors, with completion, price and performance guarantees — terms TerraPower says are meant to let the fleet be financed on conventional commercial lines. Separately, a term sheet with SK Innovation covers developing Korea's first commercial Natrium plant and expanding internationally. The agreements followed meetings in Seoul involving TerraPower chairman Bill Gates and CEO Chris Levesque with the prime minister, the Export-Import Bank of Korea, HD Hyundai, HDEC and SK Innovation.
Why it matters
The guarantees are the substance, not the reactor count. Advanced nuclear's financing problem has never been appetite — it is that no lender underwrites a first-of-a-kind build where the schedule and price are the developer's estimate. A contractor putting completion, price and performance behind eight units converts that estimate into someone else's balance-sheet risk, which is the precondition for ordinary project debt rather than government cost-share. It is also the second time this month a nuclear project has advanced by rearranging who carries the risk rather than by demonstrating technology — X-energy's additional DOE tranche runs on a 50/50 match, and this runs on a contractor's guarantee. The caveat: eight reactors is a framework, not an order book, and Korea's "first commercial plant" is a term sheet, not a site.

Whether a first Natrium unit under this EPC arrangement reaches financial close, what the guarantees actually cover when a contract is filed, and whether the Korean plant gets a site and a date.
