America's first advanced reactor lost its builder mid-construction — and Korea is filling the gap
Bechtel is leaving TerraPower's Natrium plant in Kemmerer, Wyoming, after the two companies could not agree on the project's next phase; a WARN notice filed September 15 covers about 200 positions. TerraPower will rebid the EPC contract and says the 2030–31 schedule holds. The same week Samsung C&T put up to $100M into Kairos Power and joined the Hermes 2 build.
Bechtel will no longer build TerraPower's Natrium plant in Kemmerer, Wyoming. The two companies "were unable to reach an agreement on the next phase of the project and have decided to move forward separately," according to a Worker Adjustment and Retraining Notification notice Bechtel filed on 15 September, which covers about 200 positions. Bechtel had been TerraPower's engineering and construction partner on Natrium since the project was selected. TerraPower says it will rebid the EPC contract and that the Kemmerer Unit 1 timeline — construction complete in 2030, commercial operation in 2031 — is unchanged.
Separately, on 21 September Kairos Power said Samsung C&T would invest up to $100 million — about $70 million in equity and the remainder as engineering services — and help build Hermes 2, the 50 MW fluoride-salt-cooled demonstration reactor under construction in Oak Ridge, Tennessee, whose output is contracted to Google.
Why it matters
Kemmerer 1 is the first utility-scale non-light-water reactor under construction in the United States, and the schedule risk of a first-of-a-kind nuclear plant lives almost entirely in construction, not physics. The last American nuclear project to change builders mid-stream was Vogtle 3 and 4, where Westinghouse's 2017 bankruptcy left Southern Company to bring in Bechtel to manage completion; the units came online years late and billions over budget. That is not a prediction about Natrium, whose situation is a disagreement rather than a collapse. It is a reason to treat "the schedule is unchanged" as a claim to verify against the rebid rather than a fact, because a lead contractor's exit is the moment schedules historically stop being what they were.
What the disagreement was about has not been disclosed, and it is the question that matters. A month ago TerraPower signed Hyundai E&C for up to eight later Natrium units with price, completion and performance guarantees — the terms that make a reactor fleet financeable on ordinary commercial terms, and the terms American EPC firms have been least willing to offer since Vogtle. If the "next phase" Bechtel would not agree to looked like that, then the unit-1 gap and the unit-2-to-9 deal are the same story. That is an inference, not a reported fact, and we will say which it was when the terms come out.
The Kairos news points the same way. Samsung C&T is now a construction partner and investor on Hermes 2, and the same week it signed a development MoU on European SMRs with GE Vernova Hitachi and the developer SGE; Hyundai E&C holds TerraPower's future fleet. The companies taking construction risk on America's first advanced reactors are increasingly Korean, the country that kept building reactors through the decades the US stopped.
What to watch
Who wins the Kemmerer 1 rebid and on what terms, whether the new contract carries the kind of guarantees Hyundai offered for later units, and whether TerraPower's 2030 construction date survives the next quarterly update.
Who's involved
Bill Gates-founded; Natrium sodium-cooled fast reactor under construction in Wyoming.
Fluoride salt-cooled high-temperature reactor; Hermes demo with a Google PPA.
Alphabet's quantum division; demonstrated below-threshold error correction with Willow.
